If you're still having trouble, there are two weapons that completely cheese the fight. If you get Leaf Shield, activate it and stand still, Cut Man will eventually die due to contant damage. If you get Mirror Buster, just hold down the weapon button, and Cut Man will eventually die due to you repeatedly reflecting back his Rolling Cutters
